Suspect in Randolph County rape, human trafficking, child exploitation case escapes overseas after posting bond

The Randolph County Sheriff's Office learned Louis Galligan had flown to the United Kingdom shortly after bonding out. He is now in custody.

RANDOLPH COUNTY, Ind. — The suspect in a Randolph County rape, human trafficking and child exploitation case is on the run overseas.

On Jan. 4, Louis Galligan, 20, of Winchester, was arrested and then posted bond. 

On Feb. 16, Galligan didn't show for a court hearing, and a warrant was issued for his arrest.

The Randolph County Sheriff's Office then learned Galligan had flown to the United Kingdom shortly after bonding out.

The U.S. Attorney’s Office has filed a federal fugitive from justice charge against Galligan and is working with law enforcement in the United Kingdom. Galligan is in custody, and the U.S. is now working to have him extradited to face charges here.

It is not yet clear how long it will take to get Galligan back to Indiana to face charges.

Emergency dispatchers in Randolph County received a call around 3 a.m. on Dec. 29 that a 20-year-old man, later identified as Galligan, had made threats in a group chat on Snapchat to shoot someone with an AK-47 in Ridgeville. The caller said they saw Galligan's outside their home, but police were unable to locate it.

According to police, the ensuing investigation uncovered Galligan had allegedly been getting boys to send him pornographic photos and videos. Investigators also found that Galligan had allegedly engaged in sexual acts with one teen boy and attempted to have sex with another.

Both boys reported being offered payment for the acts.

On Jan. 4, police took Galligan into custody and interviewed him. At that time, Galligan admitted to the allegations. He was also found to be in possession of child pornography.
