Body camera bill changes shift burden to police

The Indiana Senate has approved a plan that would force police to prove why they want to keep body camera video private.

Under the measure, law enforcement agencies would have to release footage that might show excessive force or civil rights violations. This version of the bill shifts the burden of proof back to police.

Departments seeking to withhold the video would have to prove it might harm someone or influence a trial.

The measure now goes back to the House.
