Ex-boyfriend charged in Lawrence arson deaths

Lawrence - Police have arrested a man in connection with a fire that killed a mother and her child.

Joshua Carlisle, 22, was arrested Monday and charged with two counts of murder and a count of felony arson for the September 19 fire at the Hunt Club Apartments near 56th Street and I-465. The blaze killed Carlisle's ex-girlfriend, 25-year-old Tracie Shannon, and the couple's nine-month-old daughter, Juliana.

"It appears that Mr. Carlisle and Ms. Shannon were having some family or domestic-related issues," said Deputy Chief Gary Woodruff, Lawrence Police. "Of course, we don't want to release any details that could compromise the prosecution of the case."

The Marion County Coroner's Office determined Tracie Shannon died from smothering or obstruction of the flow of oxygen and setting her and the area around her on fire. The infant died of smoke inhalation and setting her and the area around her on fire.

Woodruff said the age of the youngest victim gave investigators extra incentive to find the person responsible.

"Our detectives worked very hard on this case. Most are parents themselves. A case like this certainly hits home with everyone," Woodruff said. "It gives you a lot of extra motivation to hopefully bring the case to a close. Our detectives working the case this evening told me they're going to rest a lot better tonight."
