INDIANAPOLIS -

U.S. District Judge Richard Young made history Wednesday when he struck down the state's ban on same-sex marriage, but this decision has some Indiana counties wondering how to move forward.

A majority of clerk's offices are already granting marriage licenses to couples, but a few are facing major roadblocks in the process. Several say that they are waiting for approval from the Attorney General before licenses can be distributed, while others lack proper paperwork or have outdated marriage application forms that only apply to couples of the same gender.

In many cases, County Clerks have had to write down the names of couples hoping to wed with the intention of contacting them once application forms are updated.

In Bartholomew County, a group of protesters stood outside the clerk's office because the county wasn't issuing licenses. But after consulting an attorney, the county announced that it would honor the judge's decision.

Cheyenne Mockobee was part of a same-sex couple who got a marriage license from Bartholomew County today.

"I was getting my marriage license and whenever I was told no, I said nobody's gonna tell me no, I'm gonna do this. I took a stand and now I get to fulfill my dream and get my marriage license. And I'm so, so, so, so happy!" she said.

The Indiana State Department of Health is the organization responsible for distributing the forms to County Clerk offices. The department stated that they are aware of the problem, and are working hard to get the forms up to date.

As of 5pm on Thursday, these were the counties issuing marriage licenses to same-sex couples:
