And Republican Gov. Mike Pence told conservative lawyers that decentralizing power was one of Ronald Reagan's unfinished legacies.
But the two are now struggling with a pair of issues with federal money.
Long says the state's No Child Left Behind waiver must be maintained to maintain flexibility with federal money. Meanwhile, Pence critics have said he is bowing to the federal government over expanding health care coverage.
