INDIANAPOLIS -

A former Marine says he's not surprised by the resignation of VA Secretary Eric Shinseki and says the problem won't change until the VA gets enough people to handle the claims.

"It's messed up. It starts at the top and rolls downhill," said Daryl Ramey.

The 46-year-old former Marine is among thousands of veterans angry over the red tape and delays at the VA. He's been waiting five years for an appeal.

In 2000, Ramey was diagnosed with post-traumatic stress disorder and granted Social Security disability. The VA denied him disability benefits and then went silent.

"Social Security said '100 percent, you're messed up, stay home.' But VA can't make a determination. I think what happens in the military, they should compensate me for it," Ramey told Eyewitness News. "Yes. I fought for the country and I think I should be given something in return."

Ramey said that's why he welcomes Shinseki's resignation.

"I think the President should have fired him instead of him giving him the opportunity to resign to show that he meant business," he added.

Another Indiana Marine, Ed Trice, the Commander of the Indiana American Legion, says he has experienced the "run around" for care firsthand.

Trice is 100 percent disabled after serving in Vietnam in 1965-66.

"We were one of the first organizations that came out asking for this. I agree wholeheartedly with his resignation," Trice said. "It won't stop the current practices, but we support those working to improve the system."

Ramey agrees.

"I think there's too many claims and not enough people. I just have to sit and wait. I've waited five years, so I'll just have to sit and wait longer," he said.
