Teen charged as an adult in Lawrence Central rape case

A 16-year-old Lawrence Central student accused of raping a classmate has been charged as an adult in the case.

Jabril Scruggs faces one count of felony rape and two counts of criminal confinement for an incident that allegedly occurred at Lawrence Central High School.

A 17-year-old female student told police Scruggs raped her in a locker room at the school Tuesday afternoon. Scruggs was arrested Wednesday.

Probable cause documents detail the moments leading up to the assault. Police say Scruggs and the girl were walking in the gym when "Jabril came up from behind her and started putting his hands on her, so she pushed his hands away."

The documents state that investigators confirmed the victim's story by reviewing security video. The video shows Scruggs nudging the victim out of the view of the cameras, into the locker room.

Aftert he assault, the girl called her mother to report the assault. She was taken to a hospital for examination where injuries were present and Scruggs' DNA was found and collected.

Detectives praised the girl's bravery for quickly reporting the crime, which helped the investigation.

Asked why school administrators did not immediately notify parents, Lawrence Central officials issued a statement, saying, "The procedure for the district is to notify the parents as quickly as we can present information with facts. It takes a little bit of time to complete the investigation in incidents such as this one at LC. Law enforcement is always involved in serious incidents."

School officials say they are cooperating with police during the investigation, but will follow due process to issue "appropriate disciplinary measures," including the possible recommendation for expulsion for Scruggs.

"MSD Lawrence Township district officials are deeply concerned by the recent events at Lawrence Central High School," the district wrote in a statement. "As always the safety and security of all students is a top priority for the MSD of Lawrence Township."

The felony rape charge Scruggs faces carries a sentence of 6-20 years in prison and a fine of up to $10,000.
