Food restrictions back in welfare bill draft

INDIANAPOLIS -

A contentious measure to screen and drug test some welfare recipients and to limit food stamp use to only "nutritional" foods has resurfaced in the Indiana General Assembly with days left to vote on the bill.
 
A proposal circulated Wednesday afternoon shows Republican Rep. Jud McMillin of Brookville reinserted provisions to screen all Temporary Assistance for Needy Families applicants for drugs. If they show likelihood of addiction, they would face drug testing.
 
Any Supplemental Nutrition Assistance Program recipients also would be banned from using benefits to buy certain items such as sugary drinks or candy.
 
Senate changes to the bill nixed the food benefits restrictions and limited drug tests to only applicants with prior drug convictions.
 
The Legislature is expected to conclude its session Thursday.
