With proposed marriage ban comes companion bill

Indiana's legislative leaders are trying a different tack as they push ahead a proposed constitutional ban on gay marriage.

House Speaker Brian Bosma announced last week that lawmakers would consider the proposed constitutional amendment, which lawmakers first passed in 2011.

But instead of simply submitting the amendment, Bosma said lawmakers would also look at a companion bill that clarifies the meaning of the second sentence in the proposed amendment.

That sentence has roiled many lawmakers, including some who voted for the amendment in 2011, because it expands the marriage ban to anything similar to marriage, most likely civil unions. Some legal scholars say it could also be used to ban employer benefits for same-sex couples.

If approved by lawmakers a second time, the measure would head to voters in November.
