For Indiana test score clamor, 'victory' relative

INDIANAPOLIS -

John F. Kennedy's oft-repeated declaration that "victory has a hundred fathers and defeat is an orphan" seems apt for the release of national test scores showing solid improvements by Indiana students.

Education leaders and interest groups on both sides of the state's continuing education battles rushed out last week to put their own spin on the results from the National Association of Educational Progress, also called the "nation's report card."

Even former schools chief Tony Bennett weighed in.

But Indiana University education professor Peter Kloosterman cautions that the scores themselves might not be as significant as both sides claim. He says Indiana students have outscored the national average by varying degrees seemingly regardless of what education policies are in place or which party is in control.
