FISHERS -

A former Indiana prairie town that has seen massive growth in the last decade is starting the process of transforming itself into a city with an elected mayor and larger council.

Democrats hope the changes in Fishers approved by voters Tuesday will give them a chance at a foothold in the heavily Republican community. Hamilton County Democratic Party Chairman Keith Clock says he can't recall a Democrat ever winning a race in the Indianapolis suburb.

Clock tells The Indianapolis Star that could change with new council districts that allow candidates to be chosen by a smaller population.

The new government structure is expected to be in place by the May 2015 primary.

Town attorney Doug Church says officials will present a transition timeline to town officials this month.
