European leaders meet for a second day

BRUSSELS -

European Union leaders are meeting in hopes of agreeing on a way of making sure their debt crisis never happens again.

Germany is pushing the idea of a "budget czar." That person would have the power to reject a country's spending proposals, thereby keeping them from overspending and needing expensive bailouts.

But some governments don't like the idea of turning control of their finances over to an unelected official in a different country.

Leaders could also discuss Greece, where rioters yesterday threw Molotov cocktails and chunks of marble to protest sharp budget cuts that have been implemented to secure loans to rescue its economy.
