Prosecutors won't file criminal charges against those watching a northern Indiana toddler who died weeks after being found underwater in the swimming pool at a home day care.

The St. Joseph County prosecutor's office says it can't prove that any one person knowingly put two-year-old Skyler Bullocks in danger at the day care in Osceola.

Authorities say the South Bend girl fell into the in-ground pool Aug. 2 and died Sept. 18 at a hospice. The prosecutor's office says both women supervising Skyler and eight other children believed the girl was inside the house before she was found face down in the pool.

Prosecutors also said they couldn't prove that the unlicensed day care center was operating illegally by having too many children for too long a time period.
