Democrats say Mayor Ballard's budget plan lacks details

It is now up to the City-County Council to decide whether they will pass Indianapolis Mayor Greg Ballard's city budget for 2013.

Ballard outlined his plan to the council Monday night. While Ballard said it funded critical services without huge cuts to any one agency, Democrats said it is lacking in details.

"It is a lack of transparency and a lack of willingness to let us do the jobs we were elected to do. I can's say enough we want to be partners with the city and need the administration to step up and do their part," said Maggie Lewis, Democratic Council President.

"This budget is fully funded, is fiscally responsible and does not borrow money to support operations. it provides full funding for full operations," Ballard said.

The city budget plan will also take $17 million from the city's "Rainy Day" fund and $20 million from other funds. It also assumes no pay raises for police and firefighters and no police recruit classes next year. It will also eliminate the local homestead tax credit.

The City-County Council will debate the plan and vote on it later this year.
