Police arrest suspect in Bloomington shooting

BLOOMINGTON -

Police have arrested a suspect in the fatal drive-by shooting of a Bloomington man.

Twenty-seven-year Phillip Phillips was being held without bond Saturday in the Monroe County Jail on preliminary charges including murder, criminal recklessness and illegal possession of a handgun.

Detective Sgt. Brad Seifers told the Herald-Times that Phillips turned himself in to sheriff's officers Friday after a warrant was issued for his arrest in the July 25 killing of 28-year-old Bloomington resident Ulysses Goethe.

Seifers says police can't discuss details because the probable cause affidavit remains sealed.

Witnesses told investigators they watched the car carrying the gunman drive past slowly several times before hearing shots. The shooting occurred about a block away from a line of people waiting overnight to apply for Section 8 housing.
