Evansville's mayor says a federally required sewer upgrade that's expected to cost at least $227 million and take 20 years to complete would become the southwestern Indiana city's largest-ever public works project.

Mayor Lloyd Winnecke and other city officials released a draft version Tuesday of their proposal to upgrade Evansville's overflow-prone sewers under a consent decree with two federal agencies. Those agencies still must approve the plan.

The Evansville Courier & Press reports officials say their plan will meet state and federal standards by cutting raw sewage overflows into the Ohio River and other waterways from antiquated sewer lines carrying both sewage and storm-water.

The city's draft plan calls for sewer rates increases of 10 percent per year for the first six years of the project's implementation.
