Indianapolis Mayor Greg Ballard is looking closely at public safety spending as he works to close a projected $27 million budget gap next year.
Ballard tells the Indianapolis Business Journal that the police, fire, sheriff and courts budgets account for 85 percent of city spending. He says those departments haven't cut back like others and that it's time for "sacred cows" to stop.
Public safety leaders say they're already short of equipment and manpower.
Council President Maggie Lewis says the budget discussions will test how well the council and the Republican administration can work together.
Indiana University Public Policy Institute analyst Matt Nagle says people tend to equate police spending with lower crime. That makes it hard to cut public safety.
Ballard's budget will be introduced Aug. 13.
