Straub named as finalist for Spokane police chief

Outgoing Public Safety Director Frank Straub has been named a finalist for the Chief of Police position in Spokane, Washington.

Straub resigned from his Indianapolis public safety director position in April in the wake of mishandled evidence in the Officer David Bisard investigation. That case led to the resignation of Metro Police Chief Paul Ciesielski and the suspensions of two commanders. Straub's resignation will be effective August 1st.

Straub pointed to a drop in the city's homicide rate during his tenure as well as a safe Super Bowl. But he clashed with the police union and with City-County Council members over his handling of the Bisard case, budget issues and his management style.

The 2010 Bisard case was marred by a blood draw that the defense has argued is not admissible in court. In 2012, it was revealed that one of Bisard's blood samples had been removed from a refrigerated area, raising questions about whether or not it could still be used as evidence. A judge recently ruled that the vial could be tested.
