Test improvements punctuated with teacher layoffs

INDIANAPOLIS -

The South Bend Community School Corp.'s decision to eliminate 89 jobs in the same week that a city school was widely praised for improving its ISTEP+ scores enough to avoid a state takeover illustrates the increasing pressure Indiana schools face to improve results with less money.

Indiana schools chief Tony Bennett hailed Dickinson Fine Arts Academy's improvement last week as a model for other schools across the state.

But a new law that directly ties school funding to the number of students enrolled has forced districts like South Bend to look hard at the bottom line.

David Dresslar of the Center for Excellence in Leadership of Learning at the University of Indianapolis says the new rules and budget constraints make it more important than ever that schools improve teacher performance.
