Feds: More sextortion victims of Indiana man found

Federal prosecutors in Indianapolis have filed formal charges against a man accused of coercing teens into making sexually explicit videos.

Richard L. Finkbiner, 39, of Brazil, Indiana, is now charged with exploiting at least twelve male and female children. Prosecutors say he used the website Omegle.com and other video chat sites to hunt for potential victims.

Finkbiner was arrested in April 2012 in connection with two cases. Prosecutors allege he secretly recorded teenage boys performing sexual acts during anonymous video chats, then threatened to post the videos on gay porn sites unless they made more videos for his private use. Investigators say they found thousands of explicit video files depicting hundreds of juveniles on Finkbiner's computer.

Initially Finkbiner was charged with the sexual exploitation of two minors. Now, after a three-month investigation, US attorney Joe Hogsett has announced additional charges.

On Tuesday, federal prosecutors said they located and identified ten additional male and female underage victims across the country.

Finkbiner now faces a total of ten counts of sexual exploitation of children - including a teenager from Avon, Indiana, two counts of extortion and one count of possession of child pornography.

One of the new victims was a 16-year-old from Avon, Indiana. The others were a 14-year-old from Sissonville, West Virginia; a 14-year-old from Dubuque, Iowa, a 15-year-old from River Falls, Wisconsin; a 15-year-old and a 17-year-old from Cincinnati, Ohio; a 16-year-old from Hamlin, New York; a 12-year-old from Grand Rapids, Michigan, a 15-year-old from Fairview Heights, Illinois and a 15-year-old from Fort Collins, Colorado.

Hogsett called it a "systematic scheme to victimize hundreds of children and teenagers all over the country."

Finkbiner is also charged with extorting two additional female victims, a 16-year-old from Anchorage, Alaska and a 14-year-old in St. Peters, Minnesota. Prosecutors say Finkbiner threatened them with the distribution of sexually suggestive and/or partially nude images.

Finkbiner is also charged with possession of child pornography, both for possessing the images he captured from the charged sexual exploitation victims, as well as an alleged collection of child pornography gathered from the internet.

Finkbiner faces a maximum of 30 years in prison for each count of sexual exploitation of children, a maximum of 2 years in prison for each count of extortion and a maximum of 10 years in prison for possession of child pornography. Finkbiner also faces a fine of up to $250,000 for each of the charged offenses.

Finkbiner has been in the custody of the United States Marshals Service since his arrest on April 6, 2012, and the court has already ordered him to be detained until his trial.

The FBI, Indiana State Police, Terre Haute Police, Kokomo Police, Clay County Sheriff and several other agencies across the country participated in the investigation.
