Mike Pence wants a moratorium on new regulations for business.

He says that if elected governor, he'll issue an executive order against new regulations and asking his budget office to review existing rules to ensure they're the least-costly approach and least burdensome on job creation. He says exceptions will be made for regulations necessary to address emergency health or safety concerns and to meet federal mandates.

Pence said Tuesday that businesses need relief after Indiana added nearly 1,200 new regulations over the past four years -- during the administration of fellow Republican Mitch Daniels.

Pence's Democratic opponent, John Gregg says Pence is so out of touch with the state that he considers Daniels "an overregulating job-killer."

Daniels is barred by law from seeking a third term as governor.
