Congress passes bill increasing drug inspections

WASHINGTON -

President Obama is expected to sign into law a mammoth bill passed by the Senate that reshapes how the Food and Drug Administration inspects prescription drug makers' facilities, particularly those overseas.

The Senate approved the bill Tuesday evening 92-4, sending it to the White House for the president's signature.

The underlying legislation is a must-pass bill because it extends a 20-year program that supplements the FDA's budget with company fees.

But lawmakers seized on the legislation to address recent concerns about the safety and quality of prescription medicines, especially those imported from China, India and other countries. The bill gives the FDA more flexibility to send inspectors overseas, where most drug ingredients are manufactured. The bill also gives the FDA new tools to combat drug counterfeiting and drug shortages.
