Debby's slow march through Gulf drenches Florida

MIAMI, FL -

Tropical Storm Debby is whipping Florida with bands of drenching rain while its center is nearly stationary in the Gulf of Mexico. Its slow progress means the most pressing threat from the storm is flooding, not wind.

Tropical storm warnings are in effect for parts of Florida as the storm parks offshore. A tropical storm warning for the coast of Alabama has been discontinued. Yet even with its center far from land, the storm is lashing Florida with heavy rains and has spawned isolated tornadoes that killed at least one person. Another person is missing in rough surf off Alabama.

Residents in several counties near the crook of Florida's elbow have been urged to leave low-lying neighborhoods because of the threat of flooding.
