Broad Ripple parking garage plans still on hold

Plans for a new parking garage in Broad Ripple are still on hold until questions about flood protection can be answered.

The city approved the $15 million project last year for the garage to be built at the intersection of Westfield, College, and Broad Ripple Avenue. But construction hit a snag when engineers discovered the site is below the required flood protection level.

The city's zoning board was scheduled to vote on a variance for the project Tuesday, but the petition was continued so more discussions can take place with the Department of Public Works.

Current plans call for the garage to be built 3.8 feet below the required flood protection grade. On April 10th, the Metropolitan Board of Zoning Appeals recommended that the variance be denied because a partial levee is not complete, and has yet to be certified and approved by the Federal Emergency Management Agency. However, no vote has taken place yet.

The garage is located in what's known as a "floodway fringe," which means that it should be at least two feet above the base flood elevation. The builders say the additional cost presents a hardship, but the board said the petitioners did not present enough evidence to convince them of the additional expense of constructing the building in line with requirements.
