Air cargo screener fined $1M for violations

INDIANAPOLIS -

Federal prosecutors say a cargo-screening company has agreed to pay a $1 million fine for failing to screen for explosives all cargo it handled that was destined for passenger planes.

U.S. Attorney Joe Hogsett says OHL Solutions Inc. agreed to the fine and to take other steps for shirking its responsibility for explosives screening of all cargo destined for passenger aircraft the New York-based company's Indianapolis facility handled before December 2010.

The company formerly did business as ActivAir Inc.

Hogsett said Wednesday the $1 million fine is the largest regulatory fine ever assessed by the Transportation Security Administration against a cargo entity for intentionally violating the agency's security requirements.

The investigation resulted in three Indianapolis men agreeing to plead guilty to conspiracy to commit federal reporting and record-keeping violations.
