INDIANPOLIS - The superintendent of Indianapolis Public Schools is questioning what he calls "illegal practices" of some charter schools.

Dr. Eugene White says many local charter schools do not provide services to special needs or homeless students. White held a news conference on the issue Monday morning. He questions the timing of charter schools that send many children back after schools are evaluated to see how much money is needed from the state.

"We're saying to these charter schools, 'If you know you can't serve the kids, then send them back to us in time to get the support to take care of these young people," White said.

The superintendent said he is sending a letter to the state schools superintendent, Mayor Greg Ballard and Ball State University about the issue.
