INDIANAPOLIS - Indiana State Police arrested a man in connection with a fatal shooting at the Indiana State Fair grounds last December.
David Brookins was arrested in connection with the December 21, 2010 shooting outside the Farm Bureau Building.
Brookins surrendered at the Indiana State Police Post located at 8620 E. 21st Street, in Indianapolis.
Shawn Campbell, 20, was killed in the shooting and another was injured. It happened during a Christmas party.
Six others face charges and the promoters of the party were cited for being a public nuisance.
Police dispatchers say an argument started while workers at the door were checking IDs. About an hour later, radio traffic reported a fight had broken out near another building on the property.
Marcus Crisby took cover after a bullet struck Campbell in the face.
"At first I did not duck because I didn't think they were shooting in the air...and I saw him drop next to me and so I ducked around him," said Crisby.
Bullets also struck 18-year-old David Brooks in the shoulder. He was expected to make a full recovery.
Officers detained and identified more than a hundred party-goers inside the Indiana Farm Bureau building. Police believe rival gang members showed up for the event.
More than 200 people ranging in age from 16 to 20 years old showed up for the event promoted as a talent show and called the "Ice Cold Christmas Jam Party."
As some parents picked up children, others drove away disappointed that the under-21 Christmas gathering ended so deadly.
"I can't even think straight. I come here to have a good time at the party and can't even go out because of this," said Dazesha Brooks.
Organizers promoted the event on Facebook, and they sold advance tickets for $10.
Organizers hired off-duty police officers from the Marion County Sheriff's Department and the Indiana School for the Deaf. But now there are questions why troopers found several armed party-goers who also carried in their permits into the event.
"You never know what to expect with parties. But this will be my last party," said Tiffany, who attended the party.
"I won't be attending it because I have a son to live for and I don't have time for shootings," said Dazesha.
