Indianapolis - The Indianapolis Metropolitan Police Department announced a promotion to fill one of three positions held by officers demoted in connection with the Officer David Bisard case.

22-year veteran Captain Gerard "Ted" Fries was sworn in Monday as Major of the Homeland Security Tactical Operations Branch.

Assistant Chief Darryl Pierce, Deputy Chief Ronald Hicks and Commander John Conley were demoted following the botched investigation of Officer David Bisard, who was involved in a fatal crash with two motorcycles earlier this month.

East District Commander Chad Knecht was promoted last Tuesday to IMPD Deputy Chief of Operations.
