IMPD's Chad Knecht tapped as new Deputy Chief of Operations

Indianapolis - A 20-year veteran was promoted Tuesday to IMPD Deputy Chief of Operations.

East District Commander Chad Knecht has served in narcotics, crime action and abatement, SWAT and district commander. He will now serve in the top ranking position after three IMPD officers were demoted over the weekend.

Assistant Chief Darryl Pierce, Deputy Chief Ronald Hicks and Commander John Conley were demoted following the botched investigation of Officer David Bisard, who was involved in a fatal crash with two motorcycles earlier this month.

Prosecutors originally charged Bisard with drunk-driving related charges after a blood test revealed he had a blood alcohol content of .19. But those charges were thrown out due to a technicality involving where the blood draw occurred.

The three demotions were a result of a "failure to lead and a failure to communicate" during the investigation of Officer Bisard, according to Metro Police Chief Paul Ciesielski.
