More parents buying young children cell phones

More and more parents are giving their elementary-age children cell phones, but what age is the right age for a child to get connected? Some wireless industry experts say they see parents with children as young as seven years old looking for phones.

Experts say parents need to set ground rules for their children before they get a phone. They encourage families to set up a cell phone contract with clear ground rules for parents and children to sign.

A phone can also be a motivator for better behavior and good grades.
