A 19-year-old Avon man was arrested after police say he fled the scene of a fatal accident in February.

Charles A. Parrett faces charges for fleeing the scene of the Feb. 5th, 2014 accident that resulted in the death of a pedestrian, Robert L. Blankenship, and also for causing death with schedule I or schedule II controlled substance. Both charges are class "C" felonies.

Police say Blankenship, a 36-year-old Indianapolis man, was walking eastbound on US Highway 36 (Rockville Road) when Parrett struck him with his 2002 Ford Explorer. Parrett fled the scene but later returned and identified himself as the driver. He submitted to a blood draw and tests determined he had marijuana in his blood.

After fleeing the crash, police say Parrett drove to a Plainfield restaurant, then returned to the scene. When he saw emergency vehicles responding to the situation, he fled the crash scene a second time.

Parrett told his mother what happened, and she returned him to the scene.

Investigators say vehicle parts found at the scene matched Parrett's vehicle.

Parrett was arrested on a $25,000.00 bond and taken to the Hendricks County Jail.
